Having gone through it very carefully, it does not meet the test of a required legal document. Some pages are initialled, some are signed and some are blank. In areas where there is a requirement of two signatures of certain political parties, there is only one signature. Others that require the signatories as outlined on the document such as Pages 27, 28 and 29 are blank. I therefore want to direct and rule that this document is inadmissible and you shall make no reference to it."
