Speaker, pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Health regarding cases of medical negligence and malpractice in the country. The Bill of Rights, under Chapter Four of the Constitution, provides for the right to the highest attainable standards of health, which includes the right healthcare services and reproductive healthcare. It also includes the right of every person to access emergency medical treatment. A patient generally approaches a medical practitioner or hospital based on their reputation. On one hand, medical practitioners and hospitals are expected to provide medical treatment with all their knowledge and skills. On the other hand, they are also expected not to do anything to harm patients in any manner because of negligence, carelessness or reckless attitude. Medical practitioners are supposed to use their special knowledge and skills in the most appropriate manner for the best treatment of those patients who entrust their lives to them."
