Speaker, I beg to move the following Motion: THAT, taking into consideration the findings of the Departmental Committee on Blue Economy and Irrigation in its Report on Vetting of Nominees for the Appointment of Principal Secretaries, laid on the Table of the House on Thursday, 1st December 2022, and pursuant to Article 155(3) (b) of the Constitution, this House approves the appointment of the following persons as Principal Secretaries: (i) Ms. Betsy Muthoni Njagi, State Department for Blue Economy and Fisheries. (ii) Mr. Gitonga Mugambi, State Department for Irrigation. (iii) Dr. Paul Ronoh, State Department for Water and Sanitation. Hon. Speaker, the three nominees appeared before the Departmental Committee on Blue Economy and Irrigation and demonstrated their skills. These are officers who have worked in various sectors in Government. Madam Betsy is currently a Chief Officer in Tharaka-Nithi County. She has been there for a while. She has transformed her department. Mr. Gitonga Mugambi, who is currently the Chief Executive Officer of National Irrigation Authority, is a long-serving officer in the Department. He has been placed in the State Department for Irrigation. The Committee found out that he has a lot of experience in the irrigation sector. Dr. Paul Rono is currently the acting CEO of Information and Communication Technology (ICT) Authority. The three officers appeared before us. There was no memorandum against them. We looked at their documents from Ethics and Anti-Corruption Commission (EACC) and compliance from KRA. All of them were in order."
