The reason was that the contract that had been floated and which he cancelled, the intention was to print newer currency that was more secure and three times cheaper. When he canceled that contract, it means that, from 2004 to date, the public has been losing that much money. The contract he cancelled would have been three times cheaper. The two answers immediately lead to (d) which seeks to know why the Minister has not ordered for an audit. I would like the House to know that this matter was seized by the Public Accounts Committee (PAC) which asked the Controller and Auditor- General to carry out an audit dating from 2004 to 2009. However, the Controller and Auditor-General declined saying that he was stopped by the provisions of Central Bank of Kenya Act, Cap. 491, Laws of Kenya. I am requesting the Chair to ask the Minister not to hide under the Central Bank of Kenya Act."
