"content": " Thank you very much, Hon. Temporary Chairperson for your guidance. I wholly agree that it is subject to Article 114 of the Constitution. On the whole issue of allocation of additional funds to the county governments, it is important that we consult the National Treasury for their input. I just want to bring this matter to speed because, generally speaking, we may agree with the amendment in terms of trying to allocate funds equally to the five counties charged with building their headquarters. However, procedurally, there is another House to consider – the Senate. Hon. Temporary Chairperson, having this particular Bill and given that the Senate is going on recess today, we will put a lot of other businesses and donor funds in abeyance. Therefore, I concur that we go ahead as you have guided."
