    "content": " Hon. Deputy Speaker, I beg to move that the County Governments Additional Allocations (No.2) Bill (Senate Bill No.4 of 2022) be now read a Third Time. Just for the record, and to put matters into perspective, the matter in question was with regard to the construction of headquarters of five counties which originally never had any premises to inherit, especially from the District Commissioners’ offices that existed before. The Bill from the Senate proposes that four counties do receive conditional grants because the construction of headquarters was ongoing. One county had been left out. It was the general feeling that we also incorporate it. Procedurally, we also thought that we may delay the disbursement of funds to other counties since this Bill came from the Senate, then to our Committee, and now to the plenary. Any other alterations would send the Bill back to the Senate. If there was no agreement, we would proceed to mediation."
