"content": "With that in mind, the Senate is proceeding for recess today. Therefore, it would not have been proper to delay all other processes and disbursements because of rearrangement of the said funds. There are no additional funds. It is just a matter of rearranging the allocations. Of course, this Bill is subject to Article 114 of the Constitution. Having all that in mind, other counties would be disenfranchised through delays. It was important for me to put that on record and into perspective so that we are all on the same page. Hon.
