You will realise that at times when we negotiate for this funding as Kenyans, we do not provide for that local component so that Kenyans can participate in such a big project. I have heard Members complain about the Expressway and I have asked myself this: As we developed this infrastructure, was there a local component for Kenyans, such that as we say that this was done by this country, Kenyans also contributed to some extent? Through these Regulations, I look forward to a situation in Kenya where for any project coming to the country in future, there would be local and external components more so, where funding comes from outside the country."
