    "content": "You will be surprised because most of our public investments have become a drain to the Exchequer. Why am I saying so? If you look at the records of this country at the Central Bank of Kenya (CBK), we pay so much money under the title “commitment fee”. This is money which the country has borrowed through getting into commitments, in terms of loans, but we have not started using them because we borrowed before we were ready for implementation. Our friends; the World Bank and International Monetary Fund (IMF), charge this country commitment fees for not using money."
