    "content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity. From the outset, I support these Regulations proposed by the Committee on Delegated Legislation. Management of public investment is crucial for improving infrastructure and economic growth of a country. These Regulations will give guidelines on how such infrastructure will be governed and monitored. The Nairobi Expressway has given a good image to our country. We can say that Kenya can be compared to other developed countries. However, we do not just want to see structures. We want to see structures that will help us economically, improve our revenue and help us settle some of our debts. If left alone without being regulated, the public-private partnerships (PPPs) will be mismanaged and the money will go to other countries. That will not help us economically. With these Regulations, there will be set guidelines on how to effectively and efficiently run infrastructures that with time will result in giving us revenue. Therefore, I support these Regulations."
