    "content": "Thank you, Mr. Speaker, Sir. Mine is very brief. First, I thank the Committee of 11 Hon. Members, who have done a very wonderful job under the leadership of my neighbour, Sen. (Dr.) Khalwale, the Bull Fighter. We watched them and they were very objective. I must say Sen. (Dr.) Khalwale is a medical doctor, but he sounded like a lawyer from the way he was prosecuting issues as the Chair of the Committee. We thank you for that. The Committee worked long hours and some of us stayed on the television until 2.00 a.m. in the night watching the Committee work. That is a good spirit that this Senate must cultivate. Mr. Speaker, Sir, without going into the substance of this Report, maybe this is the time that we need to fast-track the impeachment Bill. This is so that some of the challenges we have noted, including the shortest time of impeaching the governor; we must define after how long a governor should be impeached. There are many other challenges including the constitutional threshold of impeaching a governor. I have known Gov. Kawira Mwangaza. We served together in the National Assembly in two Committees; the House Business Committee and the Committee on Information and Communications Technology (ICT). I am sure this is a learning point. I am sure she will have an opportunity to read the Report, improve on some of the flaws that were noted and be a better Governor. I thank the Committee for a wonderful job."
