    "content": "Thank you Mr. Speaker, Sir, I want to thank you, the House, colleagues and all the stakeholders in this matter of the Special Committee that was considering and investigating the proposal for removal from office, by way of impeachment, of Hon. Kawira Mwangaza, the Governor of Meru County. Mr. Speaker, Sir, the Committee considered, investigated and made a decision on Charge One, being nepotism, illegal appointments, unlawful dismissals and usurpation of the Constitutional and statutory functions of the county organs. It also made a decision on Charge Two, on incitement, bullying, vilification and misleading campaigns against other leaders. Mr. Speaker Sir, Charge Three was processed in the same manner and it was about forceful entry into the assembly precincts and mobilization of unlawful riots against Members of the County Assembly (MCAs). Charge Four was violation of Public Finance Management laws. Finally, Charge Five was misconduct relating to nomination of County Executive Committee Members (CECMs). Mr. Speaker, Sir, after the consideration and investigations, observations and conclusions were made, and by a decision of Member after Member, all the eleven members agreed and recommended to this House in this Report that none of the charges was proven or substantiated.
