    "content": "(vi) Insecurity and high possibility of security threats. (vii) Use of poverty indices. So, they use all these factors to give scores to areas. It is based on those scores that they classify an area as hardship or not. Actually, teachers in my constituency used to get hardship allowance, but it was removed. I went to the Minister in charge and he told me that according to the data given to him by the experts, my constituency does not fall into that category any more. That means that the Minister used data that was computed by experts in this country."
