    "content": "Article 119 of the Constitution accords any person the right to petition Parliament to consider any matter within its authority. Further, Standing Order 225(2)(b) requires the Speaker to report to the House any Petition other than that presented by a Member. In this regard, I wish to report to the House that my office is in receipt of a petition from one Ms. Joyce Cherono of National Identification Card Number 21702217, calling on this House to intervene on the matter of implementation of the Edu-Afya Medical Scheme for students in public secondary schools by the Ministry of Education. The petitioner, a practising nurse who claims to be the brainchild behind the idea, claims that since the scheme was rolled out in 2018 to enable students in public schools to access affordable and quality healthcare under the National Hospital Insurance Fund (NHIF) cover, utility of the scheme is yet to be optimized.
