    "content": " Thank you, Hon. Speaker. I was just saying that even as our Committee looks at this Petition, there are two fundamental issues they need to look at. One of them is the issue of a monitoring and evaluation framework. The reason why the petitioner is claiming that there is underutilisation of the scheme is because nobody has been following up to find out what is happening. The proposal of a monitoring and evaluation framework must be given a bit of attention as the Committee looks at it.
