    "content": " Thank you, Hon. Speaker. Allow me also to add my voice to this Petition. I call upon my colleagues whom we were together in the last Parliament to remember that there was a Bill on the issue of public participation. It is our time and a wake-up call to look at the qualification of the words “public participation”. If you may go to that Bill by Hon. Chrisantus Wamalwa, probably, we could ascertain whether there was quality public participation undertaken on the matter and it is only then that we can qualify the manner in which some regulations and rules have been implemented and how various ministries and state departments have performed.
