"content": "In conclusion, this issue is articulated in Standing Order 253(3). Even if they are strangers, all we need is to look at is that provision and see how we can make it possible for them to come to this House. None of the matters proposed by the President demands a referendum. I speak to this House with the list of matters that require a referendum. There is nothing that talks about the supremacy of the Constitution. Nothing touches on the territory of Kenya. Nothing touches on the sovereignty of the people and the national values. None of those issues will touch on the Bill of Rights, the term of the President or the functions of Parliament. None of them touches on the objectives, principles and structure of devolved governments."
