    "content": "schools in Mandera, Wajir or Nyamira would have classes and the country would move forward in a consistent manner. Once we enshrine the NG-CDF in the Constitution, we will evade the notorious people who are against our school going children. They took the NG-CDF to court just because it is an Act of Parliament. Once we have it in the Constitution, it will become a constitutional legislation. Going forward, in very many ways, the people of Kenya have shown that they believe the NG- CDF offers part of the solutions in schools."
