    "content": " Hon. Temporary Speaker, thank you very much for giving me this opportunity to add my voice to this debate. I have sat patiently waiting for this time. Knowing the kind of person that the President is, being a Member of Parliament from the region he comes from, and being a member of his party that brought me to this Parliament, I will definitely support whatever Motion he proposes to the House. I know what calibre of a man he is and I know what he wants is for the best interest of this country. Many things have been spoken about. We are in concurrence that NG-CDF is not for the benefit of Members of Parliament. I strongly support anchoring the Fund in the Constitution so that the discussion does not have to always come to the Floor of the House. The NG-CDF, as it is designed, is a Fund that supports Kenyans at the constituency level in development. My colleagues have talked about disbursement of NG-CDF funds. Being a first time Member, I also fault the way bursaries are being issued. People used locations and sub-locations in distributing bursaries, but due to population increase I felt that we should use polling stations.
