Deputy Speaker, as I was saying before my time elapsed in the morning, yesterday, the Hon. Speaker presented a Message from the President. He said that, pursuant to Standing Order 42 (2), the President can send a message to the National Assembly. Hon. Deputy Speaker, I suppose that arises from the constitutional mandate of the President to address Parliament. As we talked in the morning, as much as there might be merits in the text of the memorandum, there is a problem with the process.
