    "content": " Thank you, Hon. Temporary Speaker for that correction. What I was saying is that, if it were like today whereby we are proposing Cabinet Secretaries to be coming to Parliament to answer questions from Members of Parliament, we would have requested the relevant Committee to summon that Cabinet Secretary to come here and tell us where she took the correspondence files and the deed files from the Ministry of Lands, Housing and Urban Planning. This is because there are Kenyans who applied for loans but the registration of charges has never been effected due to the fact that those files are not available. There are also other Kenyans who applied for registration of titles, and for the last three years or so that has not been done due to the fact that the files are not available in the pigeons at the Ministry of Lands, Housing and Urban Planning. I support the proposal that Cabinet Secretaries should come to Parliament to answer to questions from Members of this House. Hon. Temporary Speaker, I also support NGAAF so that the Women Representatives can be given muscle to participate in the development of the areas they represent in this House. With those remarks, I support the request by the President to amend the Constitution."
