    "content": "Finally, it is also important to empower Senate in terms of oversight. The Constitution allows division of revenue between the national Government and the county governments. We, as Members of Parliament, oversee the national Government. We are largely facilitated but we may also require further facilitation. There is no single requirement of facilitation of Senate to oversee the counties. That is why it is very important to facilitate the Senate through a fund that is also in the Constitution, so that they can oversee the appropriation of the many billions of shillings that go to the counties for development."
