I rise on behalf of the people of Moiben Constituency to make my pronunciation on the Memorandum by His Excellency the President, Dr William Samoei Ruto. I want to speak on two issues on the gender rule and NG-CDF being entrenched in the Constitution. These issues which the President brought to the House for us to debate are very important.
