    "content": "On the issue of two-thirds gender rule, this conversation has come of age. Since the times of the Beijing Conference, until now we are still debating on gender. Yet, we have not met the two-thirds gender rule. When we were in Mombasa for induction, we had colleagues from other parts of the world like Tanzania, South Africa and even outside Africa. They gave testimonies of how they are ahead. They have met the two-thirds gender rule but for us in Kenya, we are still struggling. It is high time we entrenched this in the Constitution and did it to finality so that we can move on to address other issues rather than going round dealing with the same issue. My time is up and I want to end there because I indicated I was making my pronouncement on only two issues. Thank you, Hon. Temporary Speaker."
