    "content": "Mr. Deputy Speaker, Sir, there are also proposals with regard to ICT, where we intend to allow internet service providers to offset against their taxable income, the cost incurred in acquiring the right to use the fibre optic cable over a period of 20 years, as well as increasing wear and tear of telecommunications equipment, including fibre optic, from 12.5 per cent to 20 per cent. We also intend to make other items VAT exempt, for example, cellular telephone networks and handsets. In order to make them more affordable, as I said in the Budget Speech, we expect to remove VAT from these items and, as such, we expect to make them more affordable to the citizens and to expand our subscription base that is currently around 17.5 million subscribers."
