"content": "Mr. Temporary Speaker, Sir, I remember the issue of delocalisation came up during campaigns. Article 53 on the right to education of our children is very important. It should be affordable and quality. During campaigns, most teachers across the country were complaining. Teachers with high blood pressure or those who are diabetic with only two years to retire were being posted, for example, all the way from Nandi to Mombasa or from Mombasa to Namanga. Those are people who were remaining with a few years to retire. Apart from sickness, the issue of delocalisation affected marriages. You would find somebody posted to Garissa in North Eastern whereas the wife is in Homa Bay or somewhere in Kisumu. That undermines the family as a basic unit of the society and the right to family as provided by the Constitution."
