The Standing Order No.104 says; A Senator who wishes to speak on any matter in which the Senator has pecuniary or proprietary interest shall first declare that interest. Sen. (Dr.) Khalwale is a practising gynaecologist. While making his comments on this particular topic, it would have been in order for him to declare publicly that he has a personal interest in this matter, either now or in the future should the people of Kakamega rethink their endorsement of him being here."
