    "content": "Thank you, Mr. Deputy Speaker, Sir. Something has not come out clearly on this matter of doctors, salaries and human resource at the county. The payment of salaries in counties is not a favour to doctors or any other civil servant, but a right. The fact of the matter is whenever salaries delay in counties, it is for the entire county public service staff, including doctors, drivers, agricultural officers, planners and others. The delay is not of the making of the county governments. The Senate has tried to crack the matter of timely releases. However, because of the mischief in the National Treasury, Central Bank of Kenya (CBK) and CoB, we have had a difficulty in that matter. We should have serious conversation on health and human resource management matters in our counties, so that this matter can be addressed, once and for all."
