    "content": "This Bill seeks to enhance the powers that Senate has over its decisions and resolutions as opposed to the powers that it has over its decisions which are passed into law. What has been happening with all Bills is that we do a First Reading, Second Reading and Third Reading and it is taken to the President and it becomes law. Once it is assented by the President, civil servants and members of the executive take this attitude that a law is binding. It always has consequences. If you do not do this, then this will happen to you. If you are a member of the executive or a civil servant that supports the execution of the laws that we have passed in this Senate, ordinarily, they have a fear of the compulsion of the law that we pass here."
