    "content": "Thank you, Mr. Deputy Speaker, Sir. From the onset, I congratulate Sen. Mungatana, for this wonderful Bill. I think legislation is a continuous process to improve our efficiency and effectiveness in terms of our cardinal duty. As the Constitution says that we derive our authority from the people. That authority as universal suffrage was exercised in the last general election that is why we are here. I can see he still has the same energy he had when we were growing up. We used to watch him and he was very vibrant. That vibrancy has never left him. He used to be called, “ mla mwamba.” I do not know whether he still eats crocodile. Maybe he can tell us in camera, when we are having tea in your office."
