    "content": " Thank you, Hon. Temporary Speaker. First, I thank the Committee and appreciate them. During the 12th Parliament, there was a lot of toxicity up to the time amendments were being brought to the Floor of the House. It was like the Executive had run over every Committee. Looking at these regulations, the sad part is that you realise that all the powers of the farmers have been transferred to the authority. The authority has the function of dealing with imports and even development of nurseries. Within these regulations, if you want to have a coffee nursery, you are supposed to get a permit and also get registered by your county government yet those who have undertaken coffee farming in this country started as regular farmers. They saw that this is a strategic cash crop that can support them. Even as we come to look at the regulations and indeed appreciate that the Committee agrees that there is need for public participation, we must ensure that the farmer is the person who sees how to benefit in this sector.
