    "content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity to contribute to this debate and Motion. I rise to support the Report of the Committee on external debt. Even more important is the Government’s appetite to borrow from the local economy because this has the net effect of crowding out Kenyan entrepreneurs and companies that are meant to grow our economy, provide jobs for our people and produce goods that we can sell locally and internationally, out of the financing market. Our banks have become lazy because they want to go for the money they can lend to the Government because it has zero risk.
