    "content": "The work of the committees is to interrogate the cabinet secretaries on behalf of the other Members of Parliament and, indeed, on behalf of Kenyans. If we allow cabinet secretaries into Parliament and on the Floor of the House, we will weaken committees. I remember the effort of the Building Bridges Initiative (BBI) to make Cabinet Secretaries answerable to Members of Parliament was thwarted by no other than the current Government. Why are we, therefore, in a hurry to make this about-turn to make Cabinet Secretaries come to Parliament to answer Questions? What is it that has just happened?"
