    "content": "Mr. Speaker, Sir, when you were away, the direction given by the Chair then, was that he was not giving the communication because he had been stopped by a court order. It was not because the substantive Speaker was not present. That is what I understood at that time. My colleague is misleading the House that the communication was not given because the substantive Speaker was not present. It is because there was a court order that actually stopped the Speaker from issuing the communication. Mr. Speaker, Sir, I think that is the true position as at that time, when the matter came before the House."
