    "content": "constitutional review and look at how we have performed using the Constitution of Kenya, 2010. I pray that it be on record and I hope people will remember. If we will be there, I hope we will remember that this question of voting by delegation at the Senate must be reviewed. Let us make every Senator be able to cast a vote. It cannot be that we are denying important Government Bills and Motions progress because of deliberate political manoeuvres that are bringing filibustering and delay of those things that must be carried out. It is wrong. We have been advised that some of these things have time limitations. The Chairman of the Committee on Finance and Budget made people work day and night to bring this Motion so that we can be within time. He moves the Motion and at the time of voting, people walk out because they know they are in a delegation. Let us be fair to all of us. Going into the future, we should look at how we can review the voting in this House. It should not be delegation voting. We should all vote. Thank you, Madam Temporary Speaker."
