    "content": "This Bill is proposing that 60 per cent goes to the national Government and 40 per cent to the county Government. The 40 per cent that goes to the county government is divided into two; 60 per cent to remain with the county while 40 per cent goes to the local community. If a levy is introduced for tapping the electricity and it raises Kshs1 million, Kshs600,000 goes to the national Government and Kshs400,000 goes to the county government. The sum of Kshs400,000 is divided into two portions, 40 per cent goes to the local community where the tapping of the electricity is done and 60 per cent remains for the county government to develop the area."
