Right now, in Kwale County Base Titanium Limited is mining minerals and has surrendered royalties to the National Treasury worth Kshs3 billion. The agreement with the local community is that it would get 10 per cent, which is Kshs300 million. However, the Kshs300 million is lying at National Treasury. This is because there is no mechanism for it to reach the local community so that they can gain from the resource. So, the money is just lying there. The company has done its bit by surrendering the money. However, there is no legal framework set out for the money to leave the National Treasury and reach the local communities. This Bill will solve and unlock the problem that is there. Those are the extractives. I was just setting out. I spoke about light, titanium and gypsum.
