    "content": "If you look all over the country, most of the hospitals, dispensaries and health centres do not have enough doctors. The medical officers are not there. It is the clinical officers who are doing their job. Their welfare is not well taken care of. Generally, since the health sector was devolved, it appears to be just a way of getting employment. The registered clinical officers should be considered and should be part of the structures."
