    "content": "Hon. Speaker, when we talk about budgeting, fortunately or unfortunately, the focus is usually on the expenditure side. When making a budget, we consider two areas: one is the supply side of money, which is headed by the very able Chair Hon. Kimani Kuria in the Finance and National Planning Committee and then there is the expenditure side that we consider and we handle as the Budget and Appropriations Committee. These two areas are critical because of the monies that we seek to expend. The monies that we allocate to various programmes come from somewhere. Much of this money, as majority of the Members know, comes from ordinary revenue."
