    "content": "We have also tried as much as possible to ensure that the money that we saved is allocated to drought mitigation. This is two layered: one, for us to do the mega things of irrigation and others, we need to do them to people who are alive. Therefore, we first provisioned money to keep Kenyans alive. We have provisioned enough money through the National Drought Management Authority (NDMA) and other relevant agencies to cater for enough relief food. This is because, as a country, we cannot continue to beg for money when we have a provision to feed our people using the resources that are available to us. Therefore, on the first layer, we have provided enough money to cater for the relief food."
