    "content": "In this Supplementary Budget, Hon. Members, Ksh6 billion will go towards recruitment of 30,000 teachers to ensure our students and CBC programme kick off adequately. A sum of Ksh9 billion in this Budget will go towards capitation of our junior secondary schools. A sum of Ksh2.9 billion will go to an issue that bedevils Members of Parliament under the NG-CDF kitty arrears.
