The only thing he does not understand is what he was describing - the bottom-up economic transformational agenda under the Kenya Kwanza Alliance. In this Budget, you will remember that His Excellency the President committed that where the Jubilee Government faltered on some of the programmes under the Big Four Agenda like housing, we shall not falter. It will not just be empty talk. When I was the Chair of the Budget and Appropriations Committee, in every Report I tabled in this House, I progressively indicated that there were no resources that were being committed to the Big Four Agenda. We warned the Jubilee Administration then, including our former President in person. I told him that no resources were committed to the Big Four Agenda in every Budget."
