    "content": "the Office of the Controller of Budget has breached the Constitution and she is liable for removal on account of breach of the Constitution. That is a scurrilous admission of dereliction of duty. Many of us are worried by the many cuts in various sectors, more so in the energy sector. A reduction by almost Ksh33 billion in the energy sector, especially in a country where power transmission and distribution are low, is a sure way of slowing down economic development. You cannot grow an economy without power. I hoped that in balancing acts, the Public Accounts Committee would have looked at ways and means of resolving that particular matter."
