    "content": "Some of the Members who have spoken have emphasised very well the issue of Article 223 of the Constitution. They include the Leader of the Majority Party, the Leader of the Minority Party, Hon. Opiyo, and a long serving Chair, Hon. Mbadi, who is a Member of the Budget and Appropriations Committee. They all reinforced the same opinion that we cannot continue operating business as usual in so far as Article 223 of the Constitution is concerned. I request Members to take note of the fact that we must do something to strengthen the provision on how Article 223 of the Constitution is used in meeting public expenditures."
