"content": "In a parliamentary system, members of the Executive are appointed from amongst Members of Parliament but in a presidential system they are not. In a presidential system, members of the Executive, who comprise of Cabinet Secretaries, have no business in being Members of Parliament and sitting in the House. They should appear in Parliamentary Committees where they should be interrogated. Members of Parliament who have questions for Cabinet Secretaries should appear before the relevant Committee, whether they belong to that Committee or not. They can appear as friends of the Committee and interrogate the particular Cabinet Secretary. Therefore, the solution lies in strengthening the rules of how Committees function relative to Cabinet Secretaries coming to answer questions when summoned by Parliament, and not necessarily inviting them to be Members of Parliament. This will weaken the role of Committee Chairpersons. So, I do not support the idea of bringing Cabinet Secretaries to Parliament."
