Temporary Chairperson, I refer to the proposed amendment by the Chairperson of Committee on Budget and Appropriations and I am just wondering when we were handling the matter at the Committee level – I belong to the Committee on Blue Economy and Irrigation – already the said presidential decree or Executive Order had been communicated. The said Executive Order had already been communicated and we interrogated the Ministry of Water, Irrigation and Sanitation. I do not understand how at the Budget and Appropriations Committee level the Executive Order was not properly followed.
