    "content": " Hon. Temporary Chairperson, for the benefit of Hon. Nzengu and other members of the Departmental Committee on Blue Economy and Irrigation, this is a matter that has been raised by the leader of the Committee. We were inducted on Committee business just the other day. I do not think the Chair of the Committee and the Chair of the Budget and Appropriations Committee have had time to do what we used to do in previous parliaments—having a session with all Chairs of Committees under the auspices of the Liaison Committee. Hon. Nzengu has a point, but I want to reassure him that we have discussed the matter with the Chair of the Committee. I urge him to allow this latitude to the Budget and Appropriations Committee. In future, what he is saying is indeed true. Matters touching on Budget ought to be processed through relevant Departmental Committees so that expenditures are not parachuted into the Budget without being interrogated by the Committees that oversee the particular State Departments. Being a seasoned legislator and a seasoned member of that Committee, I hope Hon. Nzengu will indulge the Budget and Appropriations Committee this time round. Next time, we will ensure that things are done as they should be."
