    "content": " Thank you for giving me the opportunity to contribute to this Motion. From the outset, I take this opportunity to thank and congratulate my brother, Hon. Nzambia, for coming up with this important Motion affecting the whole country. This is not a constituency issue, but a national issue. I also take this opportunity to thank the previous Government for the operationalisation of the cash transfer programme. We started badly, but we are doing well in disbursing the cash. We have seen services improve and move from the centre to ward levels. I want to highlight the benefits of the cash transfer programme. One, it improves the living conditions of our elderly ones. Many times, we have seen the vulnerable people who get this cash using it to buy food and going to hospital. We know the elderly are vulnerable when it comes to issues of health. So, this cash transfer programme is very important."
