    "content": "Mr. Deputy Speaker, Sir, I want to thank again my friend and the substantive Minister. I think they are doing good work, but I would like the Assistant Minister to make sure that what he is assuring this House is going to be implemented. Looking at what we have gone through, we are trying to come up with a Constitution which is going to divide this country into regions and Kisumu City is going to be a major centre. It is even catering, not only for Kenya but for East Africa and we want the image of this country to be at the top. Could the Assistant Minister assure this House that what he has told us is going to be effected? We do not want to be told that this will be achieved by 2030. There was a Minister who used to say that we are going to have water in the whole of this country by the year 2000. So, let us not base it on that. Let us just concentrate on what we can be able to do now."
