"content": "issues like international borders. Extensive economic activities take place in these international borders. Nevertheless, you will find that the host communities are neglected. For example, if I go back to my county, you will find the local people being treated as smugglers and the corporates enjoying the borderline are those that are doing legitimate business. In supporting this Bill, it is important that the host communities be considered in terms of the benefit sharing and also the counties. Over and above that, we must have a proper resource mapping of this country so that we can know what is it that lies under our feet. We should avoid a situation like what has happened in Busia County whereby somebody randomly stumbles upon gold. Let us map our resources and do what other countries have done so that we can be able to plan how to exploit these resources. I support the proposal by Sen. Chute. There needs to be a mathematical framework of how to share these resources when they are found. With those few remarks, I stand to support."
